What is a ‘J&A’ Document?

A Justification and Approval (J&A) document is required if the Contracting Officer needs to award a contract without competition.

Federal Acquisition Regulation #6.302 lists the circumstances in which this is permitted

  1. Only One Responsible Source. No Other Supplies or Services Will Satisfy Agency Requirements.
  2. Unusual and Compelling Urgency.
  3. Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.
  4. International Agreement.
  5. Authorized or Required by Statute.
  6. National Security.
  7. Public Interest.

The Contracting Officer must get written approval before going ahead, and must include the rationale for the decision, with supporting data.  J&A notices are often posted to FedBizOpps.
